A VPS, or Virtual Private Server, is an isolated entity which performs and executes exactly like a stand-alone server, operating on a stand-alone server. A VPS may be rebooted independantly and have full administrative/root access, users and groups, IP Address(es), memory, processes, files, applications, system librariers, and configuration files.
